Frank McCoubrey was born in Belfast in 1969.

First elected to Belfast City Council in 1997 for the Court electoral area. Alderman McCoubrey previously served in the role of Deputy Lord Mayor 2000 - 2001 and High Sheriff of Belfast in 2009.

Alderman McCoubrey’s mayoral term coincided with the centenary of Northern Ireland's first parliament opening at City Hall and as Lord Mayor led a number of initiatives to mark this historic event such as involving local school children in creating a time capsule to be opened in 2121.
